Fact or Fiction

In the New York Times piece covering Bush's planned visit to South America, President Hugo Chávez is referred to as Bush's "chief nemesis," language which I thought resembled more a fictional novel than the journalistic description of the relationship between two world leaders.

Their spat is also apparently referred to as "the rumble on the river," which I had not previously heard of, nor do I understand. A Google search turned up nothing. Can anyone explain?
